Jess Moore
Attorney | Managing Principal
Jess Moore has served and worked in the Texas legal community for over 30 years. More than half of his career has been devoted to estate planning, asset protection planning and probate law.
Today, Jess leads Reagan Moore as its Managing Principal, overseeing the estate planning needs of its clients and the strategic management of the firm. Previously, he maintained a robust estate and succession planning practice that attended the needs of entrepreneurs, medical and legal professionals, and a multi-generation private family office.
Jess entered the legal profession as Law Clerk to Hon. Jim Scanlan, Statutory Judge of Harris County Probate Court No. 3. The position gave Jess frequent opportunities to observe high-stakes probate litigation. Through his analysis of cases presented in court, Jess recognized that precision is essential in preserving solid, effective estate plans. The exactness he’s known to use in fine-tuning asset protection devices, trusts and wills can be traced to the earliest days of his training.
In designing the framework for Reagan Moore’s fully-virtual business model, Jess relied on startup expertise and customer-centric strategies he successfully deployed in two prior legal services ventures.
He co-founded and for 15 years was CEO of a niche legal recruiting and interim/contract staffing firm that serviced 1000+ law firms and corporate clients on four continents. In early-phase internet commerce, Jess led the company’s transformation to a streamlined digital service — making it one of the early adopters of online operations in its service sector.
In a preceding venture, Jess and a senior management team expanded the largest privately-held alternative dispute resolution (ADR) company in the U.S. beyond California to the East Coast. As VP Operations, Jess was responsible for one-third of the company’s locations in North America. Today, the company is the world’s largest private ADR provider, with a panel of more than 400 attorneys and former judges who handle 18,000+ legal disputes annually.
Early in his career, Jess was associate political and public affairs consultant to the bipartisan Southwest Regional Energy Council, Texas Election Network/CBS News, and the $8 billion bond campaign that created Dallas Area Rapid Transit. A former adjunct professor of Texas Government and Politics, Jess has served as political director of a dozen state and local election campaigns.
